The United States ranks 15th in the world for broadband penetration and typical U.S. lines are far slower than those in many countries—how can these numbers be improved?

Statistics on broadband access in the US?

Has anyone seen recent research on broadband access in the U.S. beyond the numbers published by the OECD, which ranks us at 12 world wide (http://en.wikipedia.org/wiki/Broadband_Internet_access_worldwide)? I'm especially interested in any research on how increased access to broadband reflects on education, employability, health status and the like. Thanks!
